Lore:
After the Dark Days, the Capitol didn’t shrink Panem—it expanded it. More districts meant divided resources, preventing any one region from gaining too much power while weakening unity.

District 8, once focused on textiles, was transformed after a pandemic exposed fragile medical production. Its factories became pharmaceutical plants, and workers were retrained in chemical processing and drug synthesis, making it Panem’s main source of medicine.

District 2 also changed. Once centered on masonry and Peacekeeper training, it shifted when the Capitol realized fear was as powerful as force. Using its disciplined culture, District 2 was redirected into genetic engineering and muttation development, turning it into the center of engineered terror.

New districts reinforced control. District 13 handles nuclear research. District 14 manages communications and surveillance. District 15 specializes in climate engineering and weather control. District 16 produces industrial chemicals. District 17 trains officials and controls education as a Career district. District 18 oversees entertainment and media, shaping Capitol narratives.
